(Yes, this thread is 12 days belated)
The Tiering Council have been discussing a number of Pokemon this month, but the range tiers wise is quite varied, so expect an impact on all tiers. Like I've said previously, these are usually less controversial changes, so this is why they would not belong in a Suspect Test. Also, there would be far too many suspect tests for the amount of changes we wish to do.
Here is the changelog for July 2015:
This was a slightly more controversial month in the voting stages, as 3 of the Pokemon we brought up for discussion were declined a tier shift, and another Pokemon, Sneasel, had a split in the council as well. This month we are primarily looking for your opinions on these latter 4 Pokemon to see if they either warrant a suspect test or extra investigation.
What do you think of these tier changes? What impact do you think they will have on each of the metagames? Comment down below and feel free to discuss. Also, if you would like to raise any other Pokemon to move up/down, feel free to - the Tiering Council appreciate hearing the voices of everyone on the site, and we will discuss them both in this thread and in our separate conversation.
Changes to the Showdown Server will be complete in the next 15 minutes

Here is the changelog for July 2015:
Code:
Hoopa-Unbound moves to OU
Hoopa-Normal moves to UU
Electabuzz - NFE to PU
Infernape - OU to UU
Jirachi - UU to OU
Rhyperior - UU to RU
Sneasel - PU to NU
Chatter was discussed due to its uncompetitive nature but stays in PU
Gardevoir was discussed due to its capability with a Choice Scarf, not to mention the bulkier Taunt sets, but stays in UU
Reuniclus was discussed due to its insane potential with setup, a diverse movepool and great abilities in Magic Guard and Regenerator, but stays in RU
Sneasel was also discussed to move up to RU due to having a lot of power in both its Eviolite, Choice Band, Life Orb, Focus Sash and more sets, but there was a 50/50 split in votes between RU and NU, leaving it in NU for the time being
